Set up Taskmaster in a project without it, as a clean start or seeded from existing TODOs and docs. Use when the user asks: 'set up taskmaster', 'initialize backlog', 'I want to track my work here'. Legacy backlogs go to migrate-v3. A project without a backlog is not by itself a reason to start it.
